Laura Subel has been the State Program Manager for the Florida Procurement Technical Assistance Centers (PTAC) for 11 years. PTAC is a specialized program funded by the Department of Defense and administered by the Florida Small Business Development Center Network, State Director’s Office at the University of West Florida. PTAC provides assistance to Florida businesses interested in competing for contracts with the Department of Defense, other federal, state and local government agencies and participating prime contractors. The purpose of the PTAC program is to educate Florida-based businesses on government procurement polices and procedures in an effort to generate new revenues, and resulting in the creation and retention of jobs for Florida workers. PTAC offers low-cost workshops on topics such as Bid and Proposal Preparation, Marketing and Contract Administration. PTAC also provides free counseling services in these areas as well as providing technical assistance to companies with pre-award surveys, quality assurance certifications, and 8(a), SDB and MBE Certifications. Prior to becoming PTAC Program Manager, Laura was Deputy for Small Business and Civilian Head of Contracting for the Fleet and Industrial Supply Centers in Pensacola, Florida. In her capacity, Laura had unlimited contracting authority for goods and services to support naval activities in Florida, Mississippi, Alabama, and Louisiana. As deputy for Small Business, she counseled small businesses, woman-owned businesses and small disadvantaged businesses on how to market and conduct business with the Navy.
